The regulation against public laundry displays came into effect on 1st April (April Fool's day in the west). The regulation concerned as it was with "Shanghai's appearance", also prohibited littering, spitting and dog pooping. The fine for laundry infringements was announced at 20 yuan, that for spitting, littering and failing to remove your pet's poop was to be 50 yuan. By the evening of 1st April no one had been issued with a fine. Residents who lived in smaller dwellings in the poorer sections of Shanghai were exempt from the laundry regulation.
